Emission Inventory Review 2007

The TFEIP appreciates your particpation  in the 2007 review of reported emission data under the LRTAP Convention and the NEC Directive. 
Preliminary results of the 2007 Stage-2 review for your country can be downloaded from  EMEP page. Simply choose your country on the scroll menu, and log in with the username and password sent to all Designated Experts in June 2007.

This review has been performed in accordance with the methods and procedures for review of emissions data under the LRTAP as outlined in Annex III of EB.AIR/GE.1/2005/7. In addition, efforts have been made to meet the requirements from the Parties following the annual reviews undertaken since 2004. The 2007 review presents the results of different types of review tests and lists specific questions about your emissions inventory submitted under CLRTAP and NECD. We have chosen to focus the tests on main pollutants, PMs and priority HMs and POPs and key sources. This year's review is performed in co-operation with UBA-Vienna and AEAT in the framework of the European Topic Centre on Air and Climate Change (ETC-ACC). We wish to make the review process as useful and easy as possible for you, and we will appreciate any additional feedback on the review process itself.

Main objective of inventory review

The review process is aiming at inventory improvements. As part of the Inventory Improvement Programme under the Task Force on Emission Inventories and Projections (TFEIP) Parties are expected to gradually improve the reporting of emission data. However, it may not be practical to implement all improvements in the next reporting. We do appreciate ideas for better solutions that may be implemented at a national or international level to improve the reporting and quality over a longer timescale.
The draft review findings were discussed at the meeting of the TFEIP/Expert Panel on review at its meeting in Dessau, Germany 23-24 May 2007 and Eionet meeting in Dublin, October 2007. Your response to this summary of Stage 1 and Stage 2 review will serve as input to a possible future Stage 3 review.

Data included

The emission data included in the 2007 review are data reported to the UNECE under the LRTAP Convention or to the European Commission under the NEC Directive, and received before 19^th April 2007 and 1^st February/15^th April 2007 respectively. This year's review also includes submissions of 5-yearly data, i.e. gridded data, LPS data, activity data and projections. We apologise that despite extensive reporting of activity data under the LRTAP Convention this year, we have not been able to perform the Implied Emission Factor test 3F, by including 2005 LRTAP activity data. UNFCCC activity data has been included instead. When the new Guidelines for Estimating and Reporting Emission data have been endorsed, the plan is clearly to use the activity data submitted under the Convention on LRTAP.
The LRTAP data is available through a pre-release of WEBDAB.

Updates in country specific reports

We hope that you appreciate the changes we have introduced to this year's country specific review reports. These are:

• Overview of the internal consistency of gridded data
• Update of cross pollutant test 3A, by excluding the ratios NMVOC/CO and CO/NH₃ for sector NFR 6A, since CO was pre-filled with "NA" for CO in reporting Table 1.
• Further, last year's "Agriculture"=sector NFR 4B+4D have been re-designed to NFR 4B+4D1 in accordance with the 2004 Table 1 reporting template
• Consistency of non-gridded data is checked by RepDab during the Stage 1 review, and has been excluded from the current Stage 2 review

Efforts have been made to eliminate questions already answered by you in an earlier UNECE/NEC reviews or in your Informative Inventory Report (IIR). We are still working on improving this part of the review procedure, and apologise beforehand if we have not managed to filter out all explained tasks. Please just refer to the relevant documentation whenever you have already answered any of our questions.
