The technical review process is carried out in three stages. The implementation of workplan for the 2008 review was discussed at a joint EEA/ETCACC/TFEIP/CEIP meeting on 5 Feb 2008. In previous years the stage 1 and stage 2 test results were combined in a single report. This year, in order to better reflect the review process as defined in the ‘Methods and procedures' document, separate Status reports (Stage 1) and Synthesis and Assessment reports (stage 2) have been produced.
Individual Status reports were prepared in March by EMEP CEIP and submitted to the Parties by e-mail. Status reports provide information based on initial automated checks (timeliness, formats, completeness) of CLRTAP and NECD inventories. Parties had 2 weeks to provide comments to the CEIP.
More detailed stage 2 review has been perfomed in cooperation with TFEIP and EEA. Tests checked consitency, comparability, trends and KCA of national inventories. Individual Synthesis and assessment reports were submitted to the Parties by 31 May. Countries had 4 weeks for comments. Summary Stage 1 and 2 reveiw findings are published in the EEA & CEIP technical report Inventory review 2008.
This year CEIP calculated emissions per GDP and emissions per capita for all Parties which submitted emission inventories under CLRTAP. Figures are presented in the Review report 2008,

At the twenty-fifth session (Dec 2007) of the Executive Body for the Convention on Long-range Transboundary Air Pollution the Executive Body:
An invitation letter, sent to the Heads of Delegation of the Executive body, invited Parties to provide nominations to the roster of emission inventory review experts and to volunteer for stage 3 in-depth reviews.
Parties were invited to nominate suitably-qualified inventory experts for the preliminary roster of review experts by 1 May 2008. Parties are welcomed to nominate more than one expert. The nomination form can be obtained from the UNECE secretariat.
The European Environment Agency (EEA) has offered to host a stage 3 review meeting in 2008. The centralised review was scheduled for 6-11 October 2008 in Copenhagen and covered four countries. France, Norway, Portugal and Sweden volunteered for the trial reveiw.
